The current Local Plan for St Andrews dates from 1996. A new St Andrews & East Fife Local Plan has been in preparation since 2005. The latest version (the Finalised St Andrews & East Fife Local Plan 2009) was sent by Fife Council to the Scottish Ministers on 28th April 2011 so that the Directorate for Planning and Environmental Appeals could arrange an examination of the "unresolved representations", which appears to be the vast majority of the many submitted.
The Scottish Ministers have appointed Ms Karen Heywood BSc(Hons) MPhil MRTPI to carry out the examination. Two additional reporters, Mr Richard G Dent BA(Hons) DipTP and Mr Don Rankin DipTCP MRTPI, were appointed on 10th June 2011.
A public hearing on the proposed St Andrews West Strategic Land Allocation and the western part of the inner Green Belt boundary is to be held in St Andrews Town Hall starting at 10 a.m. on Tuesday 4 October, and possibly continuing on Wednesday 5 October. The Community Council has submitted a statement for this hearing and also comments on the two of the other parties statements. To alert residents of the town to some of the major Local Plan issues, the Community Council issued a newsletter in November 2009. We also submitted a detailed response to the proposed Local Plan.
